What a hiring hall actually runs
- Out-of-work list with lawful referral order (and the exceptions the agreement names)

- A record that survives a duty-of-fair-referral fight
If that lives in a whiteboard plus a group text, you will lose the first information request. Dispatch is also how members judge whether the local is fair. A member portal that hides the queue is a political problem, not a UX problem.
